The Sacramento City Council has voted unanimously to allow the city to enter negotiations with 11 firms seeking to win the contract to operate Sacramento's downtown parking facilities in exchange for an upfront payment that would contribute half or more of the funding needed to build a new entertainment and sports complex at the arena.
A week ago, the council narrowly defeated a bid to have the entire parking plan put on the June ballot, which would have halted progress and likely sent the Kings to a new city, given that the NBA's deadline for an arena funding plan is March 1. The council will next take up the issue on February 28, when a term sheet between the city, the league and operator AEG could be up for approval. That vote is expected to be more narrow, depending on how high the parking revenue comes in.

Highlights...
For the public speakers, it was almost 5 to 1 in “favor” – they cut down the amount of open discussion. At the end, KJ asked those in the audience who didn’t get a chance to speak in favor, to stand up. Most of the crowd stood up…then loud applause.
James Ham: He rocked it. Went up to the podium, and said “Ms. Sheedy, you’ve been asking to see the people who are in favor of a new ESC. (He turned to crowd…pointed) said…) here they are. I think this is a representive sample.” The crowd erupted! —I’m paraphrasing…Mr. Ham.
Carmichael Dave: He also rocked it. Showed a picture of his kids, did the pull the heartstrings approach…spot on. Ended by saying we elect you, you make the right choices. We trust you… (Very much paraphrasing…but he was cordial…not abusive like he probably wanted to be with Sheedy LOL) I would really describe his speech as “It’s time for Sac to become a city.”

Warning: If you’re coming on FEB 28, YOU MUST SHOW UP EARLY. They ran out of seats early. I think Carmichael Dave had to sit in an overflow area. I would highly recommend showing up by 530 on the 2/28. You also have to go through a sloooooow ass security line.
I got there at 530, and the seats were already over 2/3 full about. They officially start at 6pm.

One of the council asked that they ADD 1 more parking company to the “approved” bidders. That company happens to be LOCAL, and the guy was the first speaker FOR. When the council guy asked to add him, he went on about that the company has had respect and done a number of LARGE local projects already. Now…if this local company can be high bidder, we may be sitting in a happy place.

I do think less emphasis should be on the Kings and more on the benefit to the community and the $7 billion hole that a no vote will leave. Again though, Blake, JJ. Lttg, and CD (as well as the others who I didn’t know) all represented us admirably. The pro speakers clearly had their act together so much more than the anti arena folks.

It was anticlimatic when Sheedy announced she was going to vote yes before the speakers talked. There was an anti lady there who cried at how adversely this was going to affect her life and every single "fact’ she stated as to why was wrong. There were a lot of weird speakers on other topics, but no singing so I was bummed. Brought a Harmonica is case a jam broke out. I was not chosen to speak, probably good for our side.
On the 28th be there by 5 if you really want to get it. It was 90% us.

That was an experience
It was clear from the start that the council was going to vote this through, and wanted it done as quickly as possible. The reason for this being that this was mainly a procedural vote; No money was being spent, there was literally nothing to be gained by voting no. It was still a step that needed to be taken. As such they limited public comments to 20 minutes a side for those in favor and those against.
As Scott above said, there were waaaay more in favor of the arena, and not all of them got to speak. The ones that did did a phenomenal job. Most of those against were using faulty information, although one lady seemed very well informed and actually raised some very, very good points (Like how does the city recoup the $9 million a year from parking in the general fund during the 3-4 years the arena is being built?). These were obviously concerns shared by the council however and they were valid concerns that obviously need to be addressed in the due diligence.
Mayor Johnson did a great job of pointing out just how overwhelming the support was, as he cut off the remaining speakers in favor. He asked all those in favor to simply stand, and it ended up being almost everyone in the audience, a powerful image. He then asked everyone back on the 28th, which is going to be a historic moment for the city of Sacramento, for good or bad.

I really want the arena but my yes vote really doesn’t come until I hear the answer to 3 questions.
1) is there enough money from parking to make it viable?
2) is the general fund protected
3) is the city protected from cost overruns?
All 3 of these need to be yes for me or I am just being selfish. From everything I have heard I am 90% confident they all will be a yes. 28th we will know.

Bleh, I've thought a lot about that
the $9mil they are talking about, though not insignificant, is just a small portion of the $362 million of the general fund it goes into and.even less a piece of the total $812 million dollar budget, about 1.1%.
Worst case seems to me that we only recover most of that $9mil on an annual basis but we end up with a new City Owned facility and spur massive development into the railyards increasing our tax base.

Questions I think the council has already heard, but it’s good to see the citizens are concerned enough to bring them up. It’s helped keep the cost of the project down. As long as they’re bringing up relevant and legitimate questions, I appreciate their presence.
If they’re just there to say BLAH BLAH CITY BUYING ARENA FOR THE MALOOFS, then that’s not helpful.

I especially liked the unity and whoever brought the shirts, props…
It was cool that we got together for a group picture as well. I agree with the speeches that were given, everybody did an excellent job. The individuals that spoke for us were diverse in gender, race and age and I think that is important for the council to see that we represent the diverse population that resides in Sacramento and not just a punch of “punk kids” who like basketball. Everybody who spoke was as diverse as the speeches they gave, great representation.
I am still amazed on how much ignorance there is out there amongst the opposition. There has to be a better way to #HereWeInform. I was also dissapointed to see that most of those who were in opposition and spoke left before they got to hear from us.
Like I said before, everybody who spoke did a great job but I especially liked the speech given by the guy who referenced the democratic and republican conventions being held at arenas and how much revenue they brought in, good job of making the point relatable to politicians. Finally, I think Kevin Fippin also gave an excellent speech about being involved in a “grass movement” and having pride about living in Sacramento.
Props to all who attended and let’s rock it on the 28th!!!!

Today's letter to Council (everyone should keep emailing them)
I know a lot of you are uncomfortable with a 50 year parking lease (although I am not sure what is going to go so terribly wrong in 2044 that hasn’t gone wrong prior to that). But there is an obvious solution, an opt-out at whatever time period you select.
As an example, say you are offered 270 million up front for a 50 year lease and 220 for a 30, you could choose to put in an opt-out option in the 50 year lease at the 30 mark where you just pay a pre-determined cost, say 60 million. You are free of your contract and have made almost as much as you would in a straight 30 year deal.
One huge advantage to this even if you end up opting out; The ESC is built and the downtown railyards are revitalized.
You may have to figure out how to come up with the 60 million in 2044, but I repeat Sacramento’s new heart of the city is complete and the economy revitalized.
This deal hinges on 3 points to me;
1) Is there enough money from the parking to make the deal viable?
2) Is the 9 million in the general fund protected?
3) Is the city protected from cost overruns ?
If all three of these answers are yes, this is a no brainer, and Sacramento wil be well on its way to becoming the great city it can be.

An absolute guarantee on every cent of that $9mil is being over rated. It amounts to about 1% of the City budget and the future benefits in fees, taxes etc.. on the Railyard development will blow that out of the water.

You can find the lease agreement between the city and the Kings pretty easily on their website. Here is the Team Owner’s Relocation Assurancee Agreement which was not as easy to find.
Anywho, it is my very not expert opinion that the Maloofs are required to payoff the remaining bond indebtedness if the Kings were to relocate away from Sacramento. On page 10 of the Team Owner’s Assurance Agreement, it states that the Kings owners have made a covenant not relocate the Kings and that they agree they will not relocate the Kings from “Sacramento, California” to another venue if the city obligation is not yet satisfied.
